Vacancies Act

By decree of the Cabinet:

Vacancies are an issue in this region. Therefore, to prevent these, this executive order declares:
Any cabinet vacancy may be filled by either:
Executive Order
or chosen by the head of Senate, and approved by a 70% majority of the Senate.

The appointee is not a cabinet member and does not wield executive authority. However, this appointee is able to run the department of which they have been appointed to head.
An election to fill a vacancy will be held at the normal election time. If the appointee would like to continue working in that department, they must step down from other offices that they hold, and run for election
Also, if they currently hold another office they may not participate in it duties i.e a senate member may not vote nor draft laws, they also once taken may not return for a minimum of 3 weeks or if the said position is filled by another.

There's a major problem with this order: the ambiguity. I suggest a cabinet member proposes a REMOVAL the executive order provision that allows the cabinet to fill the vacancy. The problem is that the cabinet and the Head of the Senate could potentially have different nominees, which would further the created chaos in the department with no leader. Understood?

The cabinet cannot nominate a temporary leader, they can only use executive orders to make decisions involving said department. If the Senate appoints someone, the Cabinet will abstain from controlling it with Executive Orders.
