Article I - Basic Rights

10) The right to privacy unless a valid warrant is given

Article II - The Emperor


Section A - A Constitutional Meritocratic and Coregental Autocracy shall be established in The Undivided Nations and all her dominions and territories.
Section B - The monarch shall be the rightful founder of The Undivided Nations.

Section C - The official title of the monarch of The Undivided Nations shall be Emperor.

Section D - IMPERIAL PREROGATIVES and ceremonial duties shall be bestowed upon the crown:

1. Their Majesties shall retain the right to appoint and dismiss members of the recognized Royal Family.


2. TM shall have absolute control to Charter and Regulate the Royal Forum Administrative Commission.

3. TM shall have the right to appoint and dismiss members of the Royal Forum Administrative Commission.

4. TM shall have the privilege of addressing Senate of The Undivided Nations at upon the beginning of each term.

5. TM shall have the right to grant or refuse Royal Assent on all treaties, non-aggression pacts, and international commitments.

6. TM shall have the right to grant or refuse Royal Assent to all Acts of The Senate although this can be overturned by a simple majority of The Senate.

7. TM shall have the right to grant or refuse Royal Assent to all amendments to the Constitutional Act and Charter of Rights. However the refusal of an amendment to the Constitutional Act and Charter of Rights that declares a republic, removes the founder as monarch, or seeks to limit the power of the monarch cannot be overturned.

8. TM shall have the right to appoint and dismiss the World Assembly Delegate of The Undivided Nations

9. TM shall have the privilege of granting titles and creating titles of nobility.

10. TM shall have the right to distribute awards and orders of chivalry to honour the people of The Undivided Nations

11. TM shall have the right to Legislate and amend the Constitution by Imperial Decree.

12. An Imperial Decree used to legislate or amend the Constitution will be passed and made into law, but will be reviewed for flaws or disagreements by the supreme justice or/and senate.

13. TM shall have the right to commute and pardon all criminals in the judicial system of The Undivided Nations

14. TM shall have the right to remove the members of state via Imperial Decree.

15. TM shall have the right to appoint and dismiss members of the Cabinet.

16. TM shall have the right to exercise clemency in criminal cases upon the request of a Representative of the Government

17. TM shall have the right to grant, reject, and ban, applicants, citizens, and diplomats, deemed a security risk.

18. TM shall have the right to give consent to, or veto, any Senate resolutions, or bills of any kind, any treaties, and any Executive Orders

19.   TM are required to name at least one successor to the throne with a title of TM choosing. Any further succession is entirely up to TM.

20. The TM will handle or choose who handles all territories within TUN

Section - E

1. Their Majesties, and any authorized individuals, accredits ambassadors and other diplomatic representatives. Foreign representatives in The Undivided Nations are accredited before him/her.

2. It is incumbent on TM to express the consent of the State to obligate itself internationally through treaties in conformity with the Constitution and the laws.

3. It is incumbent on the Sovereign, after authorization by The Senate, to declare war and make peace.

4. A Declaration of War or Peace needs a simple majority of voting Senators to pass.

Section - F - TM freely appoints and relieves the civilian and military members of his Household.

Section - G - TM the Monarch(s) is the Head of State and the People's Autocrat, and as such, immune from any form of criminal or civil prosecution.

Section - H - Should the Sovereign be unable to perform his duties or is absent for a period of over a week, the Crown Prince/Princess shall serve as regent until the return of the Sovereign.

Section - I - Should the Crown Prince/Princess be unable to fulfill his duties then it shall be passed on to a member of the Imperial Family appointed by the Sovereign.


Section - K - The founder may not be removed as Monarch by any Senate or Regency action, neither may a republic be declared by any Senate or Regency action

*** Upon being inactive from discord for longer than 4 weeks without a valid excuse given prior, the emperor is to be assumed “dead” and his title is to be given to the crown prince.













Article III - The Crown Prince
The crown prince is to be appointed by the emperor once every eight weeks. The Crown Prince shall act in the stead of the Emperor when legally necessary, and in his absence, make Executive Decisions on pressing matters with the consent of a Majority of the Imperial Senate.The Crown Prince shall serve as the Emperor's advisor and help with anything needed. He has the same power as the emperor but can be overruled by the emperor and or needs ½ votes from the senate to perform an empiric action.


***Should the crown prince either be considered “dead” as mentioned in article II or ascend to the position of emperor, the 3rd in line to the royal family shall ascend to his/her title, losing all other positions s/he may hold.


Article IV - The Imperial Senate
The Imperial Senate shall be comprised of no more than 7 Senators. The Senate is charged with the creation of Legislation that will affect the citizens of the Empire. The Senate shall be responsible for ratification of legislation created by the Emperor and his Crown Prince, and officiate the regency of the Crown Prince in place of the Emperor. Legislation shall be passed or ratified by majority vote; however, legitimizing a Regency of the Crown Prince requires 5/7 Senate Votes. Regency shall immediately end upon the Emperor’s Decree, or a 5/7 vote from the Senate.

The Senate may hold a Vote of No Confidence to impeach any official holding an elected position. The Presenting Senator must provide evidence to legitimize the claim, and the Senate must vote unanimious in agreement to remove an official from office. Following a successful Impeachment, the Impeached Official may not hold any Office for a minimum of 6 weeks.

The Head of Senate will have the authority to choose minor senators with the approval of the Emperor (so long as their number does not exceed 7 and they have nothing preventing them from holding such office.) The Head of Senate additionally has the authority to put legislation before the Senate, though this legislation may be vetoed by the Emperor or Crown Prince (if the Crown Prince is given the authority to do so by the Emperor.) Additionally, with a 6/7 vote of the minor senators, the Head of Senate can be removed for office, causing the minor senators to elect a new Head of Senate.

Article VI - The Secretary of Customs
The Secretary of Customs shall be responsible for the maintenance of peace and security within the borders of TUN. The powers held by the Secretary of Customs are as so:

The power to rewrite the borders of any country within TUN with the approval of the senate and the emperor.

The power to determine whether or not a nation within TUN is a citizen if the question is brought up by the emperor, head of senate, or crown prince.

The power to suppress revolutions and revolts within any country by use of military force if the local government is unable to do so by itself.

The power to censor or change works or articles if deemed material of a critical manner towards the emperor or government by popular rule in the senate.

The power to station military forces within any location without requirement for the consent of the local government.

Any and all border conflicts are to be observed and finalized by the Secretary of Customs.

Should the Secretary of Customs not be present during when their skills are called upon, the Emperor is to stand in his/her stead.

The Secretary of customs is to ensure that those who join this region are welcomed and given instructions so as to integrate as smoothly as they can.

The Secretary of Customs is to arbitrate the chat servers and ensure that any dissenters are removed.


Article VII - The Judges

Section A - All judicial authority shall be invested in the The Emperor of The Undivided Nations and exercised by the Supreme Court, which shall have the power of both original and appellate jurisdiction with appellant jurisdiction being exercised by The Emperor or any appointed individuals.


I. The Supreme Court shall regulate its own procedures, which must be publicly accessible.

II. The Supreme Court shall consist of a Supreme and two Associate Justices who shall hear all cases and controversies within The Undivided Nations. All Justices shall be appointed by The Emperor, on the advice of the Crown Prince and his appointed Secretaries. Justices shall serve for life unless they resign or are removed from office.

III. If a decision is appealed, The Emperor, or any individuals appointed by The Emperor will hear it.

IV. The Supreme Justice shall be the highest authority regarding the administration of the Courts of the The Undivided Nations, its territories, and colonies. The Supreme Justice on the consent of the associate justices, may hire staff, law clerks, and other officers to aid in the administration of the Courts. Additionally, the Supreme Justice shall be the moderator of all cases in which they sit, and shall rule on immediate motions and the assessment of sanctions for inappropriate court behavior.

V. The Supreme Court shall have the sole authority to interpret the Constitution, and may make rulings on the constitutionality of a matter before the Court. The Supreme Court may exercise a judicial review on all actions by almost any organ of governance.. The Supreme Court shall strike down any and all Laws, Bills, Executive Orders, and Imperial Decrees, and reverse them on constitutional or legislative grounds. But may not revoke a decree, change, or input made on the constitution by the emperor

VI. The Supreme Court may impose sanctions on citizens of the region for any civil or criminal act.

Section B - All officers of the Judiciary are subject to the limitations and freedoms of this constitution, and are subject to subsequent acts of The Senate.

I. Should a member of the judiciary face court action for a violation of the law or this constitution, he/she shall step down from the bench to go through all proceedings, and shall not interfere with the delegation of justice in their own case or in cases which he/she does not directly preside over.

II. Justices shall be subject to Impeachment by The Senate and removal from office for misfeasance, malfeasance, or nonfeasance.

1. Once the court action that involves the officer is complete (including sentence if applicable) he shall go before The Senate for re-confirmation, and if not confirmed, the process for replacement shall be followed.

2. Upon being appointed to their office, the Supreme Justice must resign from any roles they hold in the Legislative or Executive branches, and renounce their former political party allegiance, to ensure their neutrality.

3. The Supreme shall not stand for election as Chancellor, nor serve in the Executive Government. The Chief Justice shall neither be permitted to join a political party whilst in office.

4. Upon being appointed to office, the Associate Justices must renounce their former political party allegiance, to ensure their neutrality.

9. In the event that Justices are either unavailable or forced to recuse themselves from a case, The Emperor can take over as the acting, presiding justice for the duration of that specific case.

III. Once the court action that involves the officer is complete (including sentence if applicable) he shall go before The Senate for re-confirmation, and if not confirmed, the process for replacement shall be followed.

IV. Upon being appointed to their office, the Supreme Justice must resign from any roles they hold in the Legislative or Executive branches, and renounce their former political party allegiance, to ensure their neutrality.

V. The Supreme shall not stand for election as (), nor serve in the Executive Government. The Chief Justice shall neither be permitted to join a political party whilst in office.

VI. Upon being appointed to office, the Associate Justices must renounce their former political party allegiance, to ensure their neutrality.

VII. In the event that Justices are either unavailable or forced to recuse themselves from a case, The Emperor can take over as the acting, presiding justice for the duration of that specific case (so long as a regency is officially declared beforehand, and lasts until, at least, the end of the trial).


Article VIII - The Royal Family
Should a member of the royal family ascend on its ladder, all below them ascend one position higher as well. In the event of a royal marriage, whomever is being married to a member of the royal family is to take the same position on the ladder and shall replace that member should they be excommunicated or should they not be present. Should the person within the royal family you are married to be presumed “dead” you are to be placed at the bottom of the ladder.

Act l - The criminal code
Article 1 - The Criminal Code

1. No citizen or resident may be tried for a crime that is not listed in the Criminal Code.

2. Double jeopardy shall apply to all crimes.

3. All citizens and residents are innocent until proven guilty.

4. All citizens and residents may be tried and convicted according to joint enterprise.

Article 1.1: Treason

1. Treason shall be known as attempting to unlawfully overthrow the secretary of state and/or customs the Supreme Justice and the Judiciary. Treason may also be known as attempting to unlawfully overthrow an Embassy region's government or sovereign.

2. Any citizen or resident that resides in a Nazi or Fascist region may be tried for treason.

3. Any official found to be holding multiple accounts in power is to be stripped of all roles (including citizenship) and have all but one of their current accounts in the TUN banned.

Article 1.2: Extortion

1. Extortion shall be known as obtaining services or a regional role from an individual, governmental or governmental institution through coercion.

Article 1.3: High treason

1. High treason shall be known as attempting to overthrow the Emperor, Empress, Crown Prince or Crown Princess.

Article 1.4: Espionage

1. Espionage shall be known as sharing classified or private governmental information that has not been clearly sanctioned by the creator of the information or is not in the best interests of the Undivided Nations

2. Citizens or residents that have shared classified or private government information without clear sanctioning from an embassy region may also be tried and convicted of espionage.

Article 1.5: Fraud

1. Fraud shall be known as intentional deception of a resident or citizen either by lying or lying by omission made for personal benefit or slander.
Article 1.6: Electoral Fraud

1. Fraud shall be known as intentional deception of a resident or citizen either by lying or lying by omission made for gaining votes or publicity for oneself or another.

Article 1.7: Crashing

1. Crashing shall be known as trying to or actually causing the Forum or a discord bot to malfunction, crash or lose information.

Article 1.8: Phishing

1. Phishing shall be known as trying to or actually gaining another residents or citizens controls or password for NationStates, Discord or the Forum.

Article 1.9: Vandalism

1. Vandalism shall be known as trying to or actually modifying another member of the region, Discord or Forum's messages or communications without Adminship authorization.

Article 1.10: Spamming

1. Spamming shall be known as a member of the region, Discord or Forum excessively sending messages that are deemed as spam unless in designated areas.

Article 1.11: Conspiracy

1. Conspiracy shall be known as planning and/or attempting to commit a crime defined in this Criminal Code.

Article 1.12: Proxying

1. Proxying shall be known as using a proxy server to allow a member multiple accounts or for any other malicious gain.

Article 1.13: Adspam

1. Adspam shall be known as advertising a foreign region for the gain of members or a business for profit.

Article 1.14: Gross Misconduct

1. Gross Misconduct shall be known as the violation of a citizen's role willfully or through negligence.
